Dr. Liu XiaoCheng professor, chief surgeon and PhD. supervisor of Cardiovascular Surgery serves as the president of TEDA (Tianjin Economic-Technological Development Area) International Cardiovascular Hospital (TICH) and the Dean of Cardiovascular College of Tianjin Medical University. His concurrent society posts are Member of Healthcare Reform Advisory committee of the State Council of China, Standing Member of Chinese Medical Association (CMA), standing member of Chinese Hospital Association (CHA), Vice-President of Tianjin Medical Association, member of American Association for Thoracic Surgery (AATS), International Member of The Society of Thoracic Surgeons (STS), Fellow of Eisenhower Fellowship of USA and visiting professor of Tokyo Medical and Dental University. In recognition of his contribution to China’s medical society, State Education Commission & Ministry of Personnel awarded him “National Distinguished Scientist with Outstanding Contribution Who has Studied in Abroad”, Ministry of Personnel awarded him “National Distinguished Young and Middle Aged Scientist”, The State Council entitled him “All-China Model Worker”, and Ministry of Public Health granted him “National Outstanding Person in Medicine Who has Studied in Abroad”.
Dr. Liu took advanced cardiovascular surgery fellowship at The Prince Charles Hospital in Australia in 1984. Three years later, he volunteered to relocate from Beijing to Mudanjiang, a remote city in Northeast China and set up Mudanjiang Cardiovascular Hospital, the second professional cardiovascular hospital in China, where he conducted more than 3000 open-heart surgeries for the patients from 23 provinces including two heart transplant operations within six days and the first heart--lung transplant in China. Since 1994, Dr. Liu had been the vice-president of CAMS and PUMC. Meanwhile, he founded the Department of Cardiovascular Surgery of PUMC Hospital and became the first to conduct coronary revascularization with total arterial conduits in China.
Pursuing his dream of establishing a new public hospital management model in China, Dr. Liu left from his leadership posts in Chinese Academy of Medical Sciences (CAMS) and Peking Union Medical College (PUMC) in 2000 and founded TEDA International Cardiovascular Hospital in Tianjin Economic-Technological Development Area (TEDA). Without any conventional administrative rankings or staffing of government-affiliated institutions, TICH adopted a series of modern cybernetics-based management systems, such as the contract employment policy. The vitality brought by this new model, which is completely consistent with the state healthcare reform plan, make the patient-oriented operation systems into being. By rendering better services to the public, the hospital has won larger space and greater speed for its sustainable development.
Over the past twelve years since opening, TICH has performed more than 90,000 open-heart surgical cases and interventional cardiovascular procedures, for the patients from all over China and also from USA, UK, Japan, Canada, Germany, Russia, Qatar and Cambodia. Among of them, there are not only more than 8000 orphans and children in poverty suffering from congenital heart diseases, but also Hollywood movie star and even some Cambodia national leader. The hospital has been accredited three-times the gold seal of Joint Commission International (JCI) and twice JCI CCPC certificates (AMI and Heart Failure), being the first and unique hospital in China to earn three gold medals of JCI. After 4 years of joint research with China Academy of Launch Vehicle Technology (CALT), TICH has invented the third-generation Ventricular Assist Device (VAD)—Magnetic-Hydrodynamic Suspension Bearing Centrifugal Blood Pump, which has reached the advanced international level, enjoys complete independent intellectual property right as well as the first one of its type in China. The sheep installed with third-generation VAD walk freely with the lithium cells and console, completely identical to the actual clinical implantation.
In acknowledge of his contribution to China Healthcare development, The State Education Commission & The Ministry of Personnel jointly awarded him “National Distinguished Scientist with Outstanding Contribution”, The Ministry of Personnel awarded him “National Young and Middle Aged Scientist with Distinguished Contribution”, The State Council entitled him “All China Model Worker”, and The Ministry of Public Health granted him “National Outstanding Healthcare Worker Trained in Abroad” and “National Outstanding Healthcare Worker”. His story was collected into “Men of Achievement”, “Dictionary of International Biography” by International Biography Centre (Cambridge, UK) and “5000 Personalities of The World”, “The International Directory of Distinguished Leadership”, “and Five Hundred Leaders of Influence” by American Biography Institute (NC, USA). “People Daily, Oversea Version”, “Hong Kong Dogongbao”, “Wenhuibao”, and many other domestic and foreign Medias have reported his stories for hundreds of times. “Oriental Horizon”, “Chinese Elegancy” and “Chinese Scholars” of CCTV also made exclusive TV interview to him. CCTV produced documentary “Exploration” and “Back Bone” to praise his contribution. Tianjin Film Studio produced film of “Back to motherland”, based on his real stories.
Dr. Liu continues his new career in TEDA. He was awarded special prize of “Twenty People Move TEDA in Twenty Years” in 2005; “Leading People of TEDA & Tianjin Free Trade Zone” in 2006; “National Labor Medal” in 2007; “National Excellent Charity Person” in 2009 and so on. On June 2nd 2010, His Excellency, Chairman of Congress of Cambodia, Samdech Chea Sim granted him the Medal of Royal Order of Kingdom of Cambodia Class" Mohasena" appointed by the King of Cambodia Norodom Sihamoni in Phnom Penh, becoming the second Chinese citizen awarded the medal of Royal Order.
